Time for Change Foundation



The mission of Time for Change Foundation is to empower disenfranchised low-income individuals and families by building leadership through evidence-based programs and housing to create self-sufficiency and thriving communities.

Based in San Bernardino, Time for Change Foundation (TFCF), started in 2002, exhibiting leadership, vision, innovation and an unbridled drive to transform the lives of the disenfranchised. Since its inception, TFCF has assisted over 1,500 families and individuals with achieving self-sustainability by employing a housing-centered approach to addressing homelessness. Beginning with 6-bed emergency shelter, the agency has grown to include 2 emergency shelters, 13 scattered site permanent-supportive housing units and in 2012 developed its own affordable housing apartment complex, the Phoenix Square.

In 2017, TFCF made history when our Founder, Kim Carter took a leap of faith and moved to the Bay Area to expand our housing model and help more homeless families. Within a year TFCF opened its very first expansion project, Brighter Futures, for homeless women and children in the city of Hayward, CA.

Under the new leadership of Vanessa Perez, TFCF is still a powerful force for change amongst disenfranchised communities, creating permanent pathways from poverty to prosperity; creating healthy, thriving communities.

Time for Change Foundation is the model of excellence in the Inland Empire for empowering disenfranchised families transitioning from homelessness and recidivism to self-sufficiency. by utilizing a comprehensive approach, which incorporates the delivery of critical evidence-based programs and services TFCF assists families and individuals with the skills necessary to recover from the effects of homelessness, addiction, incarceration, mental and physical abuse, family separation, and unemployment for under-served communities.

We offer three types of housing: emergency shelter, permanent-supportive , and affordable housing. In 2012 we developed our own 7-unit affordable housing apartment complex, the Phoenix Square, the model for low-income housing across the nation. Services we provide include the following:

Also incorporated is Leadership Development whereby women that are most affected by these issues are empowered to be the voice of change for their communities. We believe that women have a pivotal role using their voices and personal experiences to influence decision makers.

Since 2002 Time for Change Foundation has been dedicated to helping homeless women and children achieve self-sufficiency by using an array of evidenced-based practices coupled with a strength-based approach to address their needs. Our humble beginnings included one shelter with six beds to now providing housing and supportive services in both Southern and Northern California. Additionally, through our statewide advocacy efforts we are addressing social issues at a systemic level to improve the overall wellness of our communities. Kim Carter, our very own founder of Time for Change Foundation, was motivated by her very own experiences as a formerly incarcerated woman, to help women and children make the transition from homelessness to self-sufficiency. At time for Change Foundation, we believe that providing women with training and the opportunity to develop life skills, in a nurturing and supportive environment, they will become independent, active participants in their communities. Our organization seeks to ensure that another mother doesn't lose time with their children because she is homeless. We hold on to the believe that everyone is deserving of a home that is nurturing and supportive and that housing is the foundation upon which we work and build our families to self-sufficiency.
